And In 2016, Allegheny County’s Office of Children, Youth and Families (CYF) directed Pittsburgh police to remove all six of Patricia Fowler’s children from her home. Four were placed safely in protective custody—yet after several weeks, officials discovered that her 17-year-old twins Ivon and Inisha, were missing and had not been seen in years.
